The Kenya National Highways Authority (KeNHA) has issued a detailed explanation on why it rejected a Public-Private Partnership (PPP) proposal by Everstrong Capital for the Nairobi–Mombasa (Usahihi) Expressway project.
In a notice released on Tuesday, August 12, KeNHA stated that Everstrong Capital had submitted a Privately Initiated Proposal (PIP) seeking approval for the design, construction, financing, operation, maintenance, and eventual transfer of a 459-kilometre expressway stretching from Mlolongo in Machakos County to Bonje in Mombasa County.
The authority said the proposal had initially received conditional approval from the PPP Committee and was allowed to proceed to the Project Development Phase (PDP). In May 2025, Everstrong Capital submitted its feasibility study reports for review and evaluation.
KeNHA noted that, in accordance with Section 43(9) of the PPP Act, 2021, the evaluation was conducted jointly by the authority, the PPP Directorate at the National Treasury, and the PPP Committee to assess the viability of the proposed project.
Following the review process, the PPP Committee, during its 54th ordinary meeting held on July 2, 2025, determined that the proposal failed to meet the stipulated requirements and directed that it be abandoned in line with Section 43(11)(c) of the Act.
However, the committee advised Everstrong Capital to restructure the proposal by focusing on the expansion of the existing Nairobi–Mombasa highway instead of developing an entirely new expressway, and to resubmit the revised plan for consideration under Section 43(12) of the Act.
KeNHA reiterated that it remains committed to full compliance with the PPP Act, 2021, and assured the public of its dedication to transparency, accountability, and adherence to all statutory procedures in the handling of infrastructure projects.
