Sifuna: Let’s dissolve Parliament, let Mbadi make Budget decisions

Nairobi Senator Edwin Sifuna has called for the dissolution of Parliament if key legislative decisions, including budgetary matters, are allegedly being made by the Executive at State House.

Speaking on Wednesday, Sifuna expressed his disapproval of Parliament ceding its constitutional powers to other arms of the State, emphasizing the importance of maintaining the separation of powers.

“As someone who understands the Constitution and values the doctrine of separation of powers, this is simply unacceptable,” Sifuna said.

He criticized the National Treasury Cabinet Secretary, John Mbadi, for dictating financial allocations, including the Sh380 billion proposed for county governments, despite Parliament’s constitutional mandate to make such decisions.

“If Mbadi is the one deciding the funds to be disbursed to counties, then what is Parliament’s role? We might as well dissolve Parliament and let him make all the decisions,” Sifuna stated.
The senator further questioned why some lawmakers appear willing to engage with the Executive at State House while neglecting

“You will never see me in State House being summoned by the President.”

He maintained that the Budget is not prepared by the executive since it is not a member of the Budget and Appropriations Committee of the National Assembly.

“I cannot accept the position that we are going to negotiate the Division of Revenue at State House, that is not going to happen,” he said.

“If we have been given the constitutional mandate by Parliament, let us do our job. Let us execute our mandate, that is what people expect.”
