President William Ruto has announced that the transfer of specific national government functions to county governments will be officially gazetted on Friday, December 20, 2024.
Speaking during the National and County Governments Coordinating Summit at State House, Nairobi, on Monday, December 16, the President confirmed receiving a notification from the Attorney General regarding the upcoming gazettement.
“The Attorney General has informed me that the functions already agreed upon will be gazetted this Friday and subsequently transferred to the counties. For the remaining functions, consultations are ongoing under the Intergovernmental Relations Technical Committee (IGRTC) to ensure a smooth process,” Ruto stated.
The Head of State reiterated the government’s commitment to completing the transfer of all devolved functions to county governments without unnecessary delays.
President Ruto directed the IGRTC to identify and transfer the requisite budgets and resources tied to these functions in the next fiscal year.
“I am pleased to report that the IGRTC has finalized the unbundling, delineation, and transfer of functions in line with my earlier directive. I now instruct the committee to take the next step of systematically transferring the necessary resources in the upcoming financial year,” Ruto remarked.
The President underscored the importance of strong intergovernmental relations, emphasizing that collaboration is crucial for the success of devolution and the broader socio-economic transformation agenda.
“While the two levels of government are distinct, they are also interdependent. Our relationship must be built on consultation and cooperation. I have consistently engaged with county governments and their leadership, both formally and informally, to align our strategic agendas,” he added.
The announcement reflects the administration’s focus on enhancing devolution and ensuring the efficient delivery of services to citizens at the grassroots level.
