Kenya Maritime Authority HRM arrested Over Sh 40.5 million  Tender Fraud

The Ethics and Anti-Corruption Commission (EACC) has confirmed the arrest of Henry Mwasaruthe, the Head of Human Resource and Administration at the Kenya Maritime Authority (KMA), over allegations of corruption involving a KES 40,539,760 tender for staff medical insurance.

In a statement issued by the commission, Mwasaruthe was apprehended on Tuesday alongside two insurance brokers believed to have participated in the fraudulent scheme.

“He was nabbed in an operation which also targeted two insurance brokers believed to have participated in the insurance scam.” Read part of statement by EACC

According to the EACC, Mwasaruthe allegedly colluded with Bevaline Lundu, KMA’s Head of Supply Chain Management, to irregularly award the medical insurance tender to an agency in violation of procurement laws.

“The operation, which was carried out pursuant to court orders, yielded valuable evidentiary material that will support the ongoing investigation,” read part of the statement.

Investigations began following a complaint received on September 30, 2024, alleging that KMA officials had corruptly and irregularly awarded the tender.

The commission also revealed it has intensified scrutiny of staff medical insurance procurement processes in public institutions, noting that some officials exploit such tenders as avenues for embezzlement through bid rigging and kickbacks.

This development marks a significant step in efforts to hold public officials accountable for mismanagement of public funds.
