The Ministry of Health has announced new regulations requiring graphic health warnings (GHWs) on all emerging nicotine and tobacco products, including e-cigarettes, vape pens, and nicotine pouches.
In a statement, the State Department of Public Health and Professional Standards confirmed the gazettement of these warnings, emphasizing that the move aligns with the Tobacco Control Act of 2007. The Ministry reaffirmed its commitment to safeguarding public health by addressing the rising use of novel nicotine products, particularly among young people.
“Research shows that these products contribute to nicotine addiction and pose significant health risks. The inclusion of graphic health warnings is intended to inform the public and deter use, especially among vulnerable groups,” the Ministry noted.
The newly introduced warnings feature vivid imagery illustrating the dangers of nicotine and tobacco consumption, making them more impactful and memorable. They also include targeted messages to highlight concerns related to the growing use of alternative nicotine products.
Principal Secretary for Public Health, Mary Muthoni, stressed that updating health warnings was necessary to address modern challenges in tobacco control. “This proactive approach is aimed at raising awareness and discouraging the use of these products. The warnings serve as a crucial tool in our broader strategy to reduce tobacco consumption, particularly among young people,” she stated.

Compliance with the new regulations will be mandatory, with penalties imposed for failure to adhere to the new labeling requirements. The Ministry urged manufacturers, retailers, and the public to support the initiative to promote healthier lifestyles and reduce the risks associated with nicotine addiction.
Further details on the new warnings can be found in Gazette Notice No. 1718, published on February 14, 2025, in the Kenya Gazette.
