The government is set to introduce a registration and regulation framework for all beach operators in Kenya as part of efforts to enhance the tourism sector.
The Ministry of Tourism and Wildlife has highlighted that while beach operators play a crucial role in the industry—offering services such as water sports, boat rides, cultural experiences, and artifact sales—the lack of structured operational guidelines has led to concerns over environmental sustainability, safety, and security.
“Implementing structured policies, licensing frameworks, and training programs is essential to ensure professional, environmentally friendly, and economically beneficial beach operations,” the ministry stated.
The ministry further emphasized that establishing a structured code of conduct would promote compliance with regulations, improve visitor experience and safety, and introduce dispute resolution mechanisms while encouraging responsible environmental practices. In line with this, the government has issued a tender call for a consultancy to draft new regulations.
The move follows ongoing tensions between beach operators and formal tourism establishments, including hotels. There have been reports of alleged harassment of tourists by some operators, prompting hotel managers to hire additional security to protect their guests.
Kenya is looking to revamp its beach tourism segment, especially after losing its competitive edge in the safari tourism market to neighboring Tanzania.
“Beach operators face numerous challenges, including regulatory issues, environmental concerns, safety and security concerns, and conflicts with formal tourism establishments. Addressing these challenges is essential for ensuring sustainable and responsible tourism in the region,” the ministry noted.
Some coastal counties have already implemented similar measures. Kilifi County introduced a code of conduct and ethics for beach management last year, while Kwale County is currently working on a bill aimed at improving beach safety and cleanliness.
The ministry’s initiative aligns with broader efforts to create a structured and sustainable tourism environment, ensuring that beach operators contribute positively to the sector’s growth.
