Government Moves to Enforce Accountability with New Framework for Public Service Discipline

The government has taken a significant step towards strengthening operational discipline and accountability within the public sector. Head of Public Service Felix Koskei on Wednesday chaired a high-level virtual meeting with all Principal Secretaries to deliberate on the implementation of a new disciplinary framework titled the Matrix of Lawful Consequences for Infractions.

The framework, Koskei said, is a structured approach aimed at institutionalising fairness, consistency, and timeliness in handling non-compliance, underperformance, and breaches of public service standards. It is part of broader reforms designed to uphold professionalism and reinforce responsibility at all levels of government.

“This framework is not just about sanctioning misconduct; it is a tool for reinforcing accountability and ensuring that lawful directives are respected and executed efficiently,” said Koskei during the meeting.

According to the Head of Public Service, the initiative will safeguard the integrity of government operations by ensuring public servants are held to high standards of conduct and performance. The meeting also reaffirmed the senior leadership’s shared commitment to entrenching the core values of professionalism, integrity, and accountability in the delivery of public services.

Koskei emphasized that the government will not tolerate laxity, noting that the new framework ensures that consequences for infractions are not arbitrary but grounded in established legal and ethical principles.

This development is in line with President William Ruto’s administration’s pledge to build a responsive, ethical, and citizen-centred public service. The Matrix of Lawful Consequences is expected to serve as a key enforcement mechanism to support that vision.
