Head of Public Service Felix Koskei has called for a crucial meeting on Wednesday, July 30, signaling a renewed push to overhaul performance standards across government institutions.

According to a memo dated July 24 and seen by The Star, the virtual meeting will bring together top government leadership, including all Principal Secretaries, CEOs of state corporations and unincorporated agencies, chairpersons of state bodies, and heads of key departments such as finance, audit, legal, procurement, and human resource.

The session has been described as mandatory for all invitees, including chairs of oversight and revitalisation committees within ministries and agencies.

The meeting will focus on improving public service delivery by addressing inefficiencies, enforcing accountability, and ensuring prompt corrective action is taken when systems underperform.

Koskei stressed the urgency of taking decisive steps, warning that failure to act has fostered a culture of impunity within the public sector.

“These weaknesses have significantly undermined the delivery of timely, quality, and responsive services to Kenyans,” the memo reads. “Inaction has led to the persistent recurrence of malpractice and non-performance.”

This comes just days after Koskei held a similar session with Principal Secretaries, during which concerns were raised over slow service delivery and failure to enforce government policies and performance standards.

Despite previous circulars and the creation of the Government Efficiency Office under Executive Order No. 1 of 2025, the public service continues to face criticism for lackluster results.

Officials are expected to use Wednesday’s meeting to agree on urgent, actionable steps to restore public trust, enforce discipline, and reinvigorate service delivery frameworks.

Participants will also receive briefings on key government initiatives, including efforts to achieve a zero-fault audit status, enhance productivity, ensure regulatory compliance, and energize oversight bodies.

“All invited officers are required to register in advance through the meeting link provided on the Head of Public Service’s official website,” the memo notes.

The meeting underscores the government’s push to align public service operations with the constitutional values of accountability, transparency, and responsiveness as outlined in Articles 10 and 232.
