The Directorate of Criminal Investigations (DCI) has dismissed allegations by Busia Senator Okiya Omtatah linking the agency to the alleged abduction of cartoonist George Kibet, popularly known as Kibet Bull.
Senator Omtatah, in a statement dated December 26, 2024, accused the DCI of tracking Kibet to his office before his reported abduction.
The senator claimed a white Subaru Forester with surveillance equipment followed Kibet to his office and later left after Kibet was dropped off at Kencom to board a bus to Kikuyu.
Omtatah further alleged that the vehicle, reportedly linked to the DCI, played a role in Kibet’s disappearance. He claimed his security detail identified the suspicious vehicle, which was parked across the road from his office before leaving shortly after Kibet’s departure.
“I believe he was abducted by DCI officers. The suspicious vehicle had spy gadgets used to intercept communications. It remained stationed across my office and left after Kibet departed,” Omtatah told journalists.
The senator revealed that a search on the vehicle’s registration via the NTSA portal indicated it was registered to an individual named Caroline.
On Thursday evening, DCI Director Mohamed Amin issued a statement categorically denying any involvement in Kibet Bull’s abduction or association with the vehicle in question.
“The Directorate of Criminal Investigations (DCI) takes note of the statement made by Senator Okiya Omtatah Okoiti regarding the reported sighting of a white Subaru vehicle linked to the alleged abduction of Mr. George Kibet. We categorically deny any association with the vehicle. The allegations are unfounded and sensationalize a sensitive matter under investigation,” the statement read.
The DCI reiterated its commitment to operating within constitutional and legal frameworks, aligning with a prior statement by Inspector General of Police Douglas Kanja.
The investigative body acknowledged the rising concerns over alleged abductions and assured the public of ongoing investigations into the matter.
“We urge individuals with credible information to come forward and cooperate with our independent investigations. The DCI remains transparent in its approach to ensuring justice is served without prejudice or compromise,” Amin stated.

The agency also urged public leaders to refrain from speculative comments that could impede investigations.
Kibet Bull, widely known for his critical silhouettes shared on social media platform X, went missing on December 24, shortly after a meeting with Senator Omtatah. His last activity on X was recorded at 5:39 p.m. on the same day.
Kibet’s family, speaking to Citizen Digital, stated that he was following up on his brother’s disappearance when he vanished.
The case has sparked widespread attention, with Senator Omtatah accusing the state of collusion in the abductions. However, the DCI has maintained its stance, emphasizing the need for factual investigations and urging the public to provide actionable information.
