Circular purporting to relocate Kenya’s capital to Nakuru fake

There is a circular calling itself Executive Order No. 4 of 2024, allegedly issued by the President of the Republic of Kenya, William Samoei Ruto, on December 13, 2024, mandating the relocation of Kenya’s capital city and government headquarters from Nairobi City County to Nakuru County, and which has been since flagged as fake by State House.

The order outlines the constitutional and administrative authority for this decision, emphasizing the need for enhanced efficiency, transparency, and accountability in government operations. It establishes transition committees within all Ministries, Departments, and Authorities (MDAs) to facilitate the smooth relocation process, detailing their responsibilities in planning, logistics, legal compliance, financial management, human resources, stakeholder engagement, risk management, and environmental assessment. The document also highlights the strategic reasons for the relocation, including devolution, infrastructure pressure alleviation, strategic location, environmental considerations, national unity, planned development opportunities, economic stimulus, and cultural significance. Key infrastructure components for the new capital are specified, and the order calls for immediate public participation and bi-monthly progress reporting, with the initial phase of the relocation to be completed within three years. The transition takes effect immediately.
