Trans Nzoia Governor George Natembeya was arrested on Monday, 19th May 2025, in connection with the alleged embezzlement of Ksh1.4 billion through irregular procurement and fictitious payments by senior officials in his county government. The arrest was executed by the Ethics and Anti-Corruption Commission (EACC) following a coordinated operation involving search warrants at various locations.
According to an official press release from the EACC, the probe targets financial irregularities spanning the 2022/2023 and 2024/2025 financial years. Investigations are focused on three major projects commissioned by the County Government of Trans Nzoia:
- Rehabilitation and Modernisation of Kenyatta Stadium (Phase 1A)
Awarded to Parbat Siyan Construction Limited - Construction of Trans-Nzoia County Headquarters Offices
Awarded to C.M. Construction Company Limited - Construction of Tom Mboya Hospital
Awarded to Session Blue Contractors Limited
The Commission alleges that Governor Natembeya influenced the awarding of these tenders and received kickbacks through proxies. The scheme reportedly involved fraudulent procurement processes, abuse of office, and bribery, resulting in massive losses to public funds.
The five individuals under investigation are:
- George Natembeya – Governor, Trans Nzoia County
- Emanuel Masungo – Chief Officer, Finance
- Dorothy Nyukuri – Chief Officer, Water
- Eliyah Liambula – Director, Procurement
- Desmond Shivachi – A contractor alleged to be acting as a proxy for the Governor
The raids were conducted both in Nairobi and Kitale. In Kitale, tensions flared as youthful supporters of the governor clashed with EACC and DCI officers, vandalizing vehicles and obstructing the operation. Journalists covering the raid were also attacked, with some forced to hide from the violence and police tear gas.
Governor Natembeya is currently being held at EACC Headquarters in Nairobi. His legal team has raised concerns about limited access to him while in custody.
The EACC reiterated its commitment to ensuring accountability and warned the public against obstructing lawful investigations, emphasizing that such interference is a criminal offense.
This arrest marks a significant development in Kenya’s ongoing efforts to tackle corruption at the county level, with political tensions expected to escalate as investigations progress.
