President William Ruto has made key changes to his administration, appointing new Principal Secretaries (PSs) in a reshuffle aimed at enhancing government efficiency.

According to a memo released on Thursday, March 20, former Kenya Medical Practitioners, Pharmacists and Dentists Union (KMPDU) official Dr. Oluga Fredrick Ouma has been appointed as the PS for Medical Services in the Ministry of Health.

Judith Naiyai Pareno, a longtime ally of Raila Odinga, has been named the PS for Justice, Human Rights, and Constitutional Affairs under the Office of the Attorney General and State Department for Justice.

Former Nyeri Deputy Governor Caroline Wanjiru Karugu, also an associate of Raila, has been appointed as the PS for the State Department for East African Community (EAC) Affairs.

  • Cyrell Wagunda Odede – PS, State Department for Public Investments & Assets Management
  • Ahmed Abdisalan Ibrahim – PS, State Department for National Government Coordination (Office of the Prime Cabinet Secretary)
  • Bonface Makokha – PS, State Department for Economic Planning
  • Abdulrazak Shaukat – PS, State Department for Science, Research & Innovation
  • Stephen Isaboke – PS, State Department for Broadcasting & Telecommunications
  • Michael Lenasalon – PS, State Department for Devolution
  • Fikirini Katoi Kahindi Jacobs – PS, State Department for Youth Affairs
  • CPA Carren Ageng’o Achieng – PS, State Department for Children Welfare Services
  • Aden Abdi Millah – PS, State Department for Shipping & Maritime Affairs

Reassignments

President Ruto also made key reassignments within the administration. Immigration PS Julius Bitok has been moved to the State Department for Basic Education, while long-serving Education PS Belio Kipsang was also transferred to a new role.

The reshuffle is seen as part of Ruto’s strategy to streamline government operations and improve service delivery.
