Ruto: Why Each CS Will Receive Performance Report Card Yearly

President William Ruto has announced that each Cabinet Secretary will receive a performance report card at the end of every financial year to reflect their ministry’s achievements. 

Speaking on Tuesday, November 19, during the ministerial performance contract signing at State House, Nairobi, the President stated that the scorecards aim to ensure that performance contracting is impactful and not just a formality. 

“At the end of the financial year, each CS will receive a performance report card reflecting their ministry’s achievements. These scorecards will ensure that performance contracting is not seen as a meaningless ritual,” Ruto remarked.

The Head of State emphasized that excellence and efficiency would be rewarded, while failure, negligence, and misconduct would attract immediate corrective measures. 

“This scorecard will carry recognition, rewards, and sanctions, which will be applied without fail. Excellence, integrity, efficiency, and consistency will be rewarded, while failure, negligence, waste, and misconduct will invite instant corrective action,” he stated. 

President Ruto reminded the Cabinet Secretaries that Kenyans expect efficient service delivery and urged them to take personal responsibility for achieving their ministry’s goals. 

“I expect each Cabinet Secretary to take personal responsibility for achieving the targets outlined in their ministry’s contracts. There is no room for excuses, delay, or failure. Accountability must cascade through all levels of ministries, departments, and agencies to individual officers,” he said. 

The President pledged full support to the CSs, expressing confidence in their ability to deliver results and silence critics. 

“I promise you that we will confound the naysayers. We will succeed. This country will not fail. This great nation that God has given us will succeed. The enemies of Kenya will be put to shame,” he assured.
