A Nairobi City Water and Sewerage Company Limited employee appeared in court Wednesday facing multiple charges related to using a forged academic certificate to fraudulently obtain employment and earn millions in salaries over a decade.

Teresia Chepkemoi Chepkwony, who worked as a revenue collection assistant, technician, and marketing assistant, was arraigned before the Milimani Anti-Corruption Court on charges of forgery, fraudulent acquisition of public property, and uttering false documents.

The Director of Public Prosecutions alleges that Chepkwony forged a Kenya Certificate of Secondary Education (KCSE) certificate bearing her name with a C-plus mean grade, purportedly from Boron Secondary School and issued by the Kenya National Examination Council (KNEC).

Decade-Long Fraud Scheme

Court documents reveal that between March 1, 2013, and December 31, 2023, Chepkwony allegedly fraudulently acquired Sh7,890,872 in salaries from the water company after securing employment using the forged certificate.

The prosecution further claims that on September 18, 2017, she knowingly presented the forged certificate to Titus Tuitoek, the company’s human resource manager, while filling out personnel records. She allegedly deceived Tuitoek by falsely declaring herself a holder of a KCSE certificate with a C-plus grade.

Court Proceedings

Chepkwony pleaded not guilty to all charges before Principal Magistrate C.N. Ondieki. The court granted her release on a bond of Sh500,000 with one surety of similar amount, or alternatively, cash bail of Sh100,000 plus two suitable contact persons whose details will be kept on file.

The case has been scheduled for mention on September 3, 2025, for further directions.

The charges highlight ongoing efforts by the DPP to crack down on document forgery and corruption in public institutions, particularly cases involving fraudulent acquisition of employment and subsequent financial benefits.
