The Confederation of African Football (CAF) has announced that only 27,000 fans will be allowed to attend the Zambia versus Kenya match on Sunday, August 17, at the Moi International Sports Centre, Kasarani.

In a statement issued on Monday, August 11, CAF said the decision follows multiple security lapses witnessed during the Kenya versus Morocco game on Sunday, August 10.

The confederation outlined several breaches, including overrunning of stadium gates by ticketless spectators and holders of physical tickets distributed by the government, perimeter fence breaches, and loss of control at exit points. CAF also cited crowd control failures at Ngomongo Roundabout, which resulted in uncontrolled access through multiple gates.

Other incidents included the use of tear gas and flash grenades, reports of live ammunition being fired near fans and staff, stone-throwing at security personnel, unsafe vehicle movement in spectator areas, and an inadequate police response despite repeated calls for intervention. CAF added that no medical incident reports were filed despite reports of injuries and highlighted insufficient communication tools and lack of CCTV coverage at key entry points.

In response, CAF has imposed strict ticketing regulations, allowing entry only to electronic ticket holders, with thermal and physical tickets prohibited. The Local Organizing Committee (LOC) and the government will also launch a public campaign to reinforce safety protocols and entry requirements.

“CAF expects full and immediate compliance with these directives. Failure to implement them may result in more serious sanctions, including consideration of alternative venues for future matches of the Host Team,” the statement read.

The governing body stressed that the measures are necessary to protect the integrity of the tournament, ensure fan safety, and maintain confidence in Kenya’s ability to host major fixtures.
